【摘要】 工业文明给人类社会带来巨大物质财富的同时，也造成了资源耗竭、生态破坏、环境恶化和人口膨胀等全球性危机。从《寂静的春天》到《增长的极限》，从斯德歌尔摩到里约热内卢，从发达国家到发展中国家，人们都在反省以物为中心的传统发展模式，逐渐形成了以人为本的可持续发展观，并把它从理论推向了行动，使得走可持续发展之路成为世界时代发展的最强音。 当国际社会在热烈讨论可持续发展问题时，邓小平也正大刀阔斧地领导中国人民进行社会主义现代化建设，并形成了具有中国特色的可持续发展思想。邓小平可持续发展思想有着深刻的理论基础，它是在坚持辩证唯物主义和历史唯物主义，科学地把握我国的现实国情和世界发展主题，总结我国建设经验教训的基础上而形成的。人与自然的辩证关系及历史多极主体原则构成其哲学依据，人口多、素质低、资源少和生态环境脆弱是其现实基点，而社会主义建设经验教训恰成为其正负参照。 邓小平可持续发展思想是一个全面的系统。其各部分的内容相互联系构成了一个有机整体。“发展才是硬道理”，发展，特别是经济的发展是可持续发展的前提条件。只有经济发展达到一定水平，满足了人的基本生存需要后，才能谋求社会的全面进步和人的全面发展，才能为可持续发展战略的实施提供必要的资金，对环境进行治理，对技术进行不断的革新。也只有在经济取得长足进展后，社会上才会形成推动可持续发展的坚实的群众基础，否则可能会使可持续发展的倡导流为空谈。要发展就要改革，改革成为推动可持续发展的动力。可持续发展本身是一场革命，它需要从生产到生活领域进行全面的革新，从而形成适合的社会运作方式。限于人的社会实践的具体性和历史局限性，可持续发展的市场经济体制是唯一可选的经济运作机制，但其与以往意义的市场经济体及计划经济体制均不相同，因此需要不断革新和完善。改革是全面系统的工程，经济体制改革的同时政治体制改革也不能缓行，政企不分的直接后果是“经济行为政绩化”和“政府行政功能经济化”，进而导致可持续发展的有关政策失效。科学技术是一面双刃剑，它历来是推动历史进步的杠杆，也成为可持续发展的另一推动力。发挥它的科学认识功能、保持生态环境的功能、扩大人类的劳动对象和内容的功能对我国的可持续发展有着巨大的推动作用。今日的科学决定今日的教育，今日的教育也决定明日的科学。现代教育成为可持续 发展的重要支撑，它通过提高全体国民素质而成为可持续发展的重要内容，它的经 济功能、政治功能、文化功能、优化人口功能和平衡生态功能直接推动可持续发展， 环境教育和素质教育成为目前我国教育的两项重要内容。精神文明建设能为可持续 发展提供价值导向、道德基础和智力支持，现今加强关于可持续发展的管理、综合 决策和法制建设，在全社会进行价值观教育，反对利己主义、拜金主义和享乐主义 均是在可持续发展进程中进行精神文明建设的题中应有之义。 可持续发展战略的实施需要进行多方面的工作，其中如下几项尤为迫切：一是 做好人口工作。要继续控制人口数量，大力提高有利于实现可持续发展的人日素质， 重视人口老龄化问题及改善人口结构与布局。二是消除贫困，实现共同富裕。贫困 是最大的污染，进行文化蹦和经济扶贫，实现共同富裕是实施可持续发展战略的 必要举措。三是建立新的经济发展评估体系，发挥政府调整经济政策的功能以合理 利用资源保护环境成为推进可持续发展的重要组成部分。更多还原

【Abstract】 The industrial civilization not only made human society very rich in material , meanwhile, it also led to global crisis natrual resources exhausted, cology broken, environment worsened, population expanded. From "the Silent Spring" to "the growth Limitation",fftrm Stockham to Riode Janeiro,from developed country to developing country, all the people are examining the traditional development mode with the matter at the core, by and by gradually forming the sustainable development mode with man at the core,and turning it from theory into practice.Therefore, the voice of claiming the way to sustainal development is louder and louder as time goes on.Just as the problem of sustainable development was debating hottly,Chinese people under the lead of DengXiaoping were building socilism drastically,forming the thought of sustainable development with Chinese charcteristic.DengXiaoping thought of sustainable development had a profound theoretic base. Sticking to dialectical materialism and historical materialsm,scientifically grasping the reality of the world ,we drew the thought of sustainable development from the experience and lessons of our construction. The dialectical relationship and principal-part principle of multipolar history between man and nature laid its philosophic basis ,while large population poor natural resources weak ecological environment are the practical basic point .The experience and lesson of socialism construction are the two-sided consulting.DengXiaopig Thought of sustainable development is a all-sided system,a organic integration of all-sided systemm, a organic integration of all the components.Development especially the development of economic is the precondition of sustainable development .As long as the economic develops to a certain stage, meeting the basic demand of people’s living,it is possible for the society to get all-round progress for people to get overall development,and for people to get requisite capital for practising the strategy of sustainable development, cleaning polluted enviomment and technological innovation. Only economic get rapid progress could the solid foundation of the mass be laid promoting the sustainable dvelopment,or the proposal for the sustainable development will be idle talk.In order to develop,we must reform,for reform is motivation to promote the sustainable development.The sustainable development itself is a profound innovation,which needs all-round innovation from producing to living,forming thesuitable means of social operation.As the concretion of social practice and the limitation of history are limited,the market economic of sustainable development is the only operational organization mention above is different from the former market economic and planing economic.it needs innovating and improving constantly. Reform is all-round systematic project,including the reform of economic system and the reform of political system.Not the separate government from enterprise makes economic behaviour politicization and governmental function economizations?which lead to the concerning policy of sustainable development uselessness.Science and technology is a two-bladed sword .however .it is the lever to pomote history.another impetus to sustainable development . Bringing the knowledge function into full play .the function of protecting ecological environment.extending the human beings laboral object and content,will play an important role in our sustainable development. Today’s science decides doday’s education. Today’s educationdecides the scince in future. The education now is the important pillar of sustainable development,which is the man content of sustainable development by improving the quality of all the citizens.Its function of economic ,politics culture optimum population and balancing ecology will promote the sustainable development derectly.
