【摘要】 我国行政管理学界对于中国传统行政文化的研究比较少，特别是关于传统行政文化对行政决策的影响的研究几乎还是个空白。然而，中国是一个拥有数千年文明的古国，历史的传承和文化的积淀潜移默化到每一个中国人的思想和意识之中；传统行政文化对于政府和公务员的行政行为具有不易察觉却非常巨大的影响作用。而政府在领导社会进步、管理社会生活方面有着无可替代的地位，政府的行政管理水平，尤其是行政决策质量的高低直接关系到社会主义建设的成败。因此，研究传统行政文化对行政决策的影响，不仅对于拓展我国行政管理学研究领域，丰富行政管理学学科理论，而且对于我国政府不断提高行政决策的质量，乃至取得社会主义建设事业的成功，具有重要的理论意义和现实意义。为此，本文通过研究传统行政文化对行政决策的影响，试图找到实现行政决策现代化、提高行政决策质量的有效途径。本文首先论述了中国传统行政文化的含义、主要内容和基本特点，特别强调了君主专制主义、崇圣观念和臣民意识贯穿了几千年的中国历史；在这个基础上，着重论述了传统行政文化对于行政决策主体、决策体制、决策程序以及决策科学化、民主化、法制化等方面的正面影响和负面影响，并且分析了产生影响的机制；最后，详细论述了怎样宏扬传统行政文化、塑造现代的行政文化，进而实现行政决策的现代化、提高行政决策的质量等问题。更多还原

【Abstract】 The study on Chinese traditional administration culture is much less in our academic circles, especially on the influence which has on policy decision. However, China is an ancient country of civilization for tens of thousands of years. The imparting and following of history and accumulation of culture exert a subtle influence on every Chinese’s thinking and consciousness: traditional administration culture has unconcious but great effects on administration conduct of government and government functionary. China is always a centralized state, and government takes a non-fungible. Place in leading social progress and managing social life, so the leading level of the governemt especially the policy decision quality in high or low has derectly bearing on our socialist construction’s success or failure. So, the study on the influence which the traditional administration culture has on policy decision has a invital theorial and practical significance, it can not only open up our study field of administration and enrich administration theory, but also prove our quality of policy decision of government, even help us get the success of socialist construction.For this reason, the author tries to find a effective way to accomplish the modernization of administration policy decision and improve its quality through the study. Firstly, the author discusses the main content and fundamental feature, particularly emphasizes the history that the idea of autocratic monarchyism, worship of sages and subjects of a feudal ruler has been in China for thousounds of years. On the basis of this, be expouds the positive and negative effects which traditional administration culture has on the subject、system、procedure and of policydecision and sciencization、democratization、 legalization of policy decision, and so on . Lastly, the author give a minute exposition how to carry forward the traditional administration culture, to create modern adminitration culture, thus to accomplish the modernization of policy decision and improve its quality.更多还原
