区域创新环境的理论初探与实践

【摘要】 目前区域经济的发展日益面临知识化和全球化，而创新是知识经济时代最显著的特征，区域经济的发展必然对区域创新提出迫切的需求，因而研究区域创新环境无疑具有理论和现实的双重意义。本论文就是从这里出发着眼于理论和实践两个方面分别阐述了区域创新环境的概念、特点、层次结构、功能以及培育或完善的发展模式；并以重庆市的区域创新环境为实例，评价了重庆市区域创新环境的现状和不足，结合区域创新环境信息系统的建设，提出了完善其区域创新环境的对策和建议。 全文共分为四个部分， 第一部分：引言。本部分根据区域经济发展的事实与前景，结合我国区域经济发展的现状和未来分析了区域创新环境研究的必要性和研究现状。 第二部分：区域创新环境的理论初探。在这一部分中，首先界定了区域创新环境研究的区域主要是省区级，同时阐述了创新的涵义。其次作者阐明了区域创新环境是一个地区保持持续竞争力、发展力所必需具备的物质、文化、社会环境。它是区域内各行为主体和参与要素在长期的相互作用下形成的以支持、产生和增强区域创新能力为目的的相对稳定的网络系统，并且作者根据区域创新产生的逻辑条件，把区域创新环境分为彼此依赖，紧密联系的四个层次网络，即基础层次网络、文化层次网络、组织层次网络和信息层次网络。最后作者分析了区域创新环境的特点和结构，并以此为基础，导出区域创新环境的培育和完善的硬方式和软方式两种途径。 第三部分：区域创新环境的评价。区域创新环境是一个复杂的大一系统，只有建立起一套区域创新环境的指标体系，才能利用先进的方法和手段，进行区域间或区域内纵横向的比较，才最终能使理论对实践有真正的指导作用。因此本部分作者阐述并运用综合测评指数的方法，根据区域创新环境的内在联系，构建了评价区域创新环境的指标体系及评价方法。 第四部分：这一部分作为对以上理论初探的一个实践部分，分析了重庆市区域创新环境的现状与评价。本部分作者首先从定性方面简单阐述了重庆市对创新的需求以及在区域创新环境四个基本层次网络的培育和构建方面存在的问题和不足。最后结合区域创新环境的综合测评指数的指标体系，定量化的评价了重庆市区域创新环境，进一步论证了其存在的不足和问题。最后又落点于区域创新环境的四个层次网络，根据区域创新环境信息建设的基本要求，具体提出了一些可操作的调整对策和建议，以期对完善重庆市区域创新环境有一定稗益。 第五部分：结论与展望。本文主要讲述了一个地区经济发展所具备的最基本条件，作者把它概述为四个网络层次即基础层次网络、组织层次网络、文化层次网络和信息层次网络。如更形象的概括也可把上述表述为：一个硬环境：交通通讯信息网；一个软环境：区域各行为主体之间交流、学习、协调、合作的网络；一个元素群：高素质人才群；两个原料：知识和信息；两个动力：创新文化思维与观念的后推力和区域发展的前拉力。 本文的选题由于是一个全新的课题，国内目前从这一视角来研究区域发展的较少，因此笔者在参阅大量相关资料的基础上形成此文。一定具有许多弊漏，希望各位老师批评指正。并且希望有更多的学者参与，促其完善发展。更多还原

【Abstract】 The development of regional economy is increasingly inconfrontation with intellectualization and globalization. And creativityis the most salient feature dominating the era of knowledge economy,which makes it necessary for the development of regional economy toimpose urgent requirements upon creative milieus. Thereforeundoubtedly research on creative milieus undoubtedly is of greatsignificance both in theory and in practice. The dissertation, from theperspectives of theory and practice, seek to expound the concept,characteristics, structure, and functions of creative milieus as well asthe development patterns involved in developing or improving creativemilieus. By taking the creative milieus in ChongQing City as anexample, the dissertation proffers an evaluation of the status quo anddemerits in the creative milieus of ChongQing. By drawing on theongoing construction of the information system for creative milieus, thedissertation puts forward countermeasures and suggestions as to how toimprove the creative milieus in ChongQing City.The dissertation consists of four parts.Part One, Introduction, on the basis of the reality of and prospectsfor the development of regional economy and through a look at theongoing and future development of regional economy in China, analysesthe necessity and the current situations of research in this field.Part Two, A Preliminary Exploration Into the Theory of RegionalCreative Milieus, initially defines provinces and prefectures as the3focus of regional creative milieus research and explains the meaning ofcreativity. Then this part points out that creative milieus are anindispensable physical, cultural, and social environment for a region tomaintain its sustainable competitiveness and development. Creativemilieu is a relatively stable network system which is formed through theinterplay between subjects and participants within a certain region inorder to maintain, produce, and reinforce regional creativity.Furthermore according to the logical conditions, the dissertation dividescreative milieu into four interdependent and closely-related level net-works, namely, the infrastructure net-work, the cultural net-work, theorganizational net-work, and the information net-work. In the finalanalysis, the dissertation analyses the characteristics and structure ofregional creative milieus. On the basis of this analysis, the dissertationputs forward "hard approach" and "soft approach" as the means todevelop and improve regional creative milieus.Part Three discusses the evaluation of regional creative milieus.Regional creative milieu is an intricate and complicated system.Therefore, only with the establishment of a series of regional creativemilieu index system can we manipulate advanced methods andapproaches to bring out comparisons between different regions orsynchronic and diachronic comparisons within a certain region. Only inthis way can theories effectively perform their guiding role in practice.Therefore this part, with the utilization of the comprehensive evaluationindex and on the basis of the inherent relations between differentconstituents in regional creative milieus, builds up an index system forevaluating new regional creative milieus and puts forward evaluationapproaches.Part Four, as a part devoted to putting into practice the preliminarytheories discussed above, analyses the current situations and evaluationof the regional creative milieus in ChongQing. This part initially from aquantitative perspective p.resents a brief discussion of the needs for -creativity in ChongQing and the problems and demerits in thedevelopment and construction of regional creative milieus in terms of4the four net-works.
