基于H. 261建议的视频编码器及控制策略研究

【摘要】 本文研究基于H.261建议的视频压缩编码系统的编码器部分。系统地阐述了图像压缩编码的基本原理、具体方法、实际应用和当前的发展趋势。通过跟踪图像压缩的最新技术，本文提出了一种通过大规模集成电路实现图像压缩处理系统的方案，重点讨论了该方案的可行性和先进性，同时提出了一种有效的的量化控制策略，并提出了根据图像内容运动量自动调整编码率的新方案--变码率压缩编码，应用这一方案可大大降低图像纪录时的数据量。本文详细介绍了工程实现过程，包括软件和硬件的实现。实测结果表明图像效果良好，该方案是完全可行的。更多还原

【Abstract】 This paper stUdy the decoding system of monitOr and control which based h.26lagrement of CCITT In detail it describes the fundamental theory and concrete method ofpictUre encoding, include it’s aPplication and direction of development. By tracing the newtechnology of image compressing,a kind of scheme with driage compress system was given, itemPhasized the feasibility and advancement, in addition,a kind of effective quantifying POlicywas brought fOrward. If the scheme has been applied,the data quantity of recording willincrease raPidly. Finally we’ll give the scheme of hardware and control-policy.
