【摘要】 发展科技产业，推动经济增长，是目前国内外广泛关注的热点问题。本文基于创新是科技产业本质要求的理解，借鉴和吸收国外成功经验，系统引进技术创新理论、国家创新系统理论和产业创新理论的有关成果，并以此作为提出发展科技产业创新政策的理论基础。 论文第一章解释了几个基本概念，第二章通过与发达国家的比较简单考察了我国科技产业的发展规模和存在的主要障碍。 接下来的三章是论文的主体部分。第三章阐述了政府干预创新的合理性，介绍了几种典型的创新政策工具，并提出了创新政策的目标、以及对创新政策的效果有巨大影响的政府能力问题；第四章在国家创新系统理论的指导下，具体提出了建设和完善我国国家创新系统的政策措施；第五章通过考察创新对产业变迁的影响，阐述了中小企业在这一过程中的巨大作用，并据此将中小企业发展问题作为创新政策的重要组成部分单独研究。 盲目照搬国外经验是十分危险和愚蠢的行为，论文最后特别强调了民族差异对各国选择科技产业发展道路的深刻影响。 全文共有案例15个，图10幅，表18个。更多还原

【Abstract】 The question of how to develop the industry of science and technology (S&T) has been widely noticed all over the world. This papers based on the understanding that innovation is the essence of the industry of S&T, absorbs foreign experiences, introduces the theory of innovation, the theory of MS (National Innovation System), and the theory of industrial innovation, and then puts forward some innovation policies to develop the industry of S&T in China.In Chapter 1, several concepts are explained. After that, by comparing China and some developed countries, the author analyses the level , scale and obstacles in developing the industry of S&T in China.In the following two charpters, the author sets forth the rationality of government intervention, introduces some representative innovation policy tools, proposes the objective of innovation policy and advances some innovation policies for building MS in China with the guidaince of the theory of NIS.It was discovered that the small and medium-sized enterprise (SMEs) are significant in upgrading industry structure and stimulating big enterprises to keep up continuous innovation motivity. Based on that, the author regards the development of SMIEs as an important part of the innovation policies, which is discussed in Chapter 5.It is harmful and unwise to transplant foreign experiences to China blindly. At the end of the paper, the author specially emphasizes the profound effects of national differences on choosing the way to develop industry of S&T.There are 15 examples, 10 charts and 18 tables.更多还原
