利用清洁生产治理辽宁省工业污染对策研究

【摘要】 辽宁省地处中国东北,是中国重要的工业基地,拥有一批有代表性的国有大中型企业,工业在全国经济中占有重要地位。五十年来,辽宁省走的是一条“高生产、高消耗、高污染”的经济发展模式,这种发展模式虽然形成了巨大的经济效益,但同时也带来了一系列的问题:能源短缺,矿产资源萎缩,水资源匮乏,环境污染严重,特别是工业污染严重。近几年,严重的工业污染已经威胁到了人们的正常生活。从根本上解决工业污染问题已经迫在眉睫。 清洁生产是近十几年国际上流行的一种工业污染防治方法。它避免了“末端治理”投入大、成本高、效果不明显得缺陷,将整体预防得环境战略持续地应用于生产过程、产品和服务中,以期增加生态效率并减少对人类和环境的危害。 本文在剖析辽宁省工业污染状况的同时,对清洁生产进行了论述,提出了利用清洁生产治理辽宁省工业污染的途径和对策。在对各种可操作性策略加以阐述的基础上,形成了辽宁省清洁生产运行机制,并对未来的发展进行了展望。
【Abstract】 Liaoning Province, located in northeast of China, is an important industrial base for the whole China. It has a set of representative SQEs. Its industry owns a critical role in national economy. During 50 years, the developing pattern taken by Liaoning Province is igh production, high consumption, high pollution? Though the developing pattern brings huge economic profits, a lot of environmental problem comes as well: scarce energy, lace mineral resources, limited water resources, severe environmental pollution, especially industrial pollution. For the last years, the normal life has been threatened by critical industrial pollution. It is really very urgent to find a proper method to resolve this problem eventually. Cleaner production is an international popular approach for industrial pollution recently. It avoids the shortcomings of nd-Pipe Control? It is the continuous application of an integrated preventive environmental strategy applied to processes, products, and services to increase eco-efficiency and reduce risks to human and the environment. This thesis analysis the pollution conditions in Liaoning province. At the same time Cleaner Production theory is introduced. Finally, the method and measurement for industrial pollution in Liaoning province are shown. Base on the explanation of various measurements, the operating mechanism is formed for Liaoning Cleaner production.
