【摘要】 本文旨在评估国家级新区这一区位导向型政策在促进区域要素市场一体化方面的作用效果与机制。基于2000—2022年地级市数据，构建城市对样本，采用渐进式双重差分法进行分析。研究发现，国家级新区设立显著缩小了区域资本与劳动力成本差异。产业协同、技术溢出、政策自主和协调性、营商环境优化是新区推动区域要素价格收敛的主要路径。进一步分析表明，政策效应具有显著的时空异质性，在时间上，政策效应在获批后的2～3年开始显现；在空间上，距离较远城市间劳动力成本趋同明显，而毗邻城市由于资本高流动性形成“集聚阴影区”。此外，这一影响受经济结构、城市群协同程度、区域发展水平、功能定位与空间形态等因素调节。本文为理解区位导向型政策在促进要素流动与区域协调中的作用提供了经验证据，对优化国家级新区政策设计、推进全国统一大市场建设提供了政策启示。更多还原

【Abstract】 This paper aims to evaluate the effectiveness and mechanisms of National New Areas(NNAs), a place-based policy, in promoting the integration of regional factor markets. Based on data from prefecture-level cities from 2000 to 2022, this study constructs a city-pair sample and employs a staggered Difference-in-Differences(DiD) approach. The findings reveal that the establishment of NNAs significantly narrows the disparities in regional capital and labor costs. Industrial synergy, technology spillovers, policy autonomy and coordination, and business environment optimization serve as the primary pathways through which NNAs promote regional factor price convergence. Further analysis demonstrates significant spatiotemporal heterogeneity in these policy effects. Temporally, the policy effects begin to manifest two to three years post-approval. Spatially, labor cost convergence is more pronounced between distant cities, whereas adjacent cities tend to form “agglomeration shadows” due to high capital mobility. Additionally, these impacts are moderated by factors such as economic structure, the degree of urban agglomeration synergy, regional development levels, functional positioning, and spatial morphology. This study provides empirical evidence for understanding the role of place-based policies in facilitating factor mobility and regional coordination, offering policy implications for optimizing NNA designs and advancing the construction of a unified national market.更多还原
