【Abstract】 As the low-altitude economy is incorporated into national strategic emerging industries and urban development shifts toward the regeneration of existing built-up areas, their convergence has opened up new research frontiers. While current studies largely focus on industrial policies and aerial vehicle technologies, research from the perspective of urban built-up area regeneration and spatial design remains limited. Based on an analysis of the complex characteristics of urban built-up areas, an overview of low-altitude application scenarios, and an investigation into the spatial embedding requirements of low-altitude infrastructure, this paper proposes a “Space-Scenario-Facility” adaptation framework. Grounded in the multidimensional attributes of built-up areas, the framework identifies spatial conditions at various scales, aligns them with differentiated application scenarios-including production, daily life, ecology, and emergency response-and integrates facility systems(such as takeoff and landing infrastructure, communication and navigation, and energy supply) into physical space in an embedded and networked manner. Taking the transitional zone between Qingyang and Wuhou Districts in Chengdu as an empirical case, the study evaluates its potential for low-altitude applications, and proposes collaborative regeneration strategies across suburban, district/park, and block/site scales, focusing specifically on low-altitude cultural tourism with ecological sensitivity control, low-altitude industrial parks with three-dimensional logistics systems, and low-altitude distribution coordinated with urban governance. The study demonstrates that the low-altitude economy is a complex system that must be localized, embedded, and coordinated within specific built environments. Its planning requires a comprehensive understanding of urban spatial complexity, built environment constraints, and the sensitivity of human settlements.
