【摘要】 基础教育国际交流合作是教育强国建设的重要内容，具有塑造积极国家形象、推动教育多样化发展、培育青少年全球素养的战略价值。为了充分发挥基础教育的独特优势，亟须树立具有文化自觉、战略视野与系统意识的新理念：一是有立场，从“仰视西方”到“平视世界”，确立文化自信和主体意识；二是有贡献，从“对外适应”到“主动建构”，以中国智慧积极参与全球教育治理；三是有体系，从“外事活动”到“系统工程”，让国际交流合作嵌入立德树人体系。为此，提出打造“教育公共产品”的战略定位，自主构建一套立足中国、面向全球的国际课程与评价体系，以此作为我国基础教育国际交流合作的关键抓手，其实施要点在于以制度化项目运作提升跨国采信，在推广中以整体优势提升全球认可度。更多还原

【Abstract】 International exchange and cooperation in basic education constitute an important component of building China into an educational powerhouse. They hold significant value in shaping a positive national image, promoting educational diversity, and cultivating global competencies among teenagers. To fully leverage the unique advantages of basic education—its wide coverage, extensive networks, and relatively non-sensitive nature of exchange domains—it is essential to establish a new vision grounded in cultural confidence, strategic foresight, and systemic awareness. This vision entails, first, affirming a clear stance by shifting from looking up to the West to engaging with the world on an equal footing, thereby strengthening China’s sense of subjectivity in international exchange and cooperation. Second, it also involves making substantive contributions by moving from passive adaptation to active construction and participating proactively in global education governance through Chinese wisdom. Third, it requires building an integrated system by transforming international exchange from isolated external affairs activities into a holistic educational project, thus transcending excessive reliance on imported programs. Accordingly, this study proposes independently developing an international curriculum and assessment system with a clear positioning as a global public good, grounded in China while oriented toward the global community. This system is envisaged as a key lever for advancing international exchange and cooperation in basic education, and the paper further elaborates on the implementation priorities and promotion pathways for enhancing its global recognition and influence.更多还原
