【摘要】 低空经济作为战略性新兴产业，正成为推动经济高质量发展的新动力。文章通过内容分析与词频分析方法，系统梳理了中国低空经济政策发展历程，将其划分为三个阶段：空域管理改革与通用航空发展基础期（2010—2020年）；“低空经济”概念确立与政策体系初步形成期（2021—2023年）；低空经济上升为国家战略并推动区域创新发展期（2024年至今）。此外，对比分析了美国“市场主导型”和欧盟“标准统一型”政策体系，提出中国应构建“开放融合型”体系，在空域管理、技术创新与场景融合、安全保障等方面进一步完善，促进低空经济安全、高效、可持续发展。更多还原

【Abstract】 As a strategic emerging industry, the low-altitude economy is becoming a new driving force for high-quality economic development. Based on content analysis and word frequency analysis, this study systematically reviews the evolution of China’s low-altitude economy policies and divides it into three stages: the foundational stage of airspace management reform and general aviation development(2010-2020); the stage in which the concept of the "low-altitude economy" was established and a preliminary policy system took shape(2021-2023); and the stage in which the low-altitude economy rose to a national strategy and promoted regional innovation and development(2024-present). In addition, by comparing the "market-led" model of the United States and the "standard-unified" model of the European Union, the paper proposes that China should build an "open and integrated" system. It further suggests strengthening airspace management, technological innovation, scenario integration, and safety assurance to promote the safe, efficient, and sustainable development of the low-altitude economy.更多还原
