【摘要】 制度协同能够降低制度性交易成本、稳定企业信心和长期发展预期、激发创新活力，是新时代推动民营经济高质量发展的客观需要。基于制度协同的理论内涵构建主体间协同、功能性协同、过程性协同相互耦合的理论分析框架，并对民营经济发展的制度协同成效和问题进行深度透视。一方面，新时代民营经济发展的制度建设逐步实现由零散探索向系统集成转型，形成以系统化协同为核心特征的完备整体框架，制度主体结构实现多元化提升，协同制度体系逐步建立，系统化效能持续释放。另一方面，当前民营经济发展的制度体系仍然存在主体间信任不足、要素耦合不足、适应性削弱等深层次问题。为此，应以顶层设计统筹目标结构、系统集成强化政策执行、动态优化构建自适应机制，强化民营经济高质量发展的制度协同，推动民营经济发展的制度体系从当前的整体形式完备向动态功能适配转变。更多还原

【Abstract】 Institutional synergy can reduce institutional transaction costs, stabilize enterprises’ confidence and long-term development expectations, and stimulate innovation vitality, thereby constituting an objective requirement for promoting the high-quality development of the private economy in the new era. Based on the theoretical connotations of institutional synergy, this paper constructs an analytical framework in which inter-subject synergy, functional synergy, and process-oriented synergy are mutually coupled, and provides an in-depth examination of the achievements and problems of institutional synergy in the development of the private economy. On the one hand, institutional development for the private economy in the new era has gradually shifted from fragmented exploration to systematic integration,forming a comprehensive overall framework characterized by systemic synergy. The structure of institutional actors has become more diversified, a synergistic institutional system has been progressively established, and systemic effectiveness has continued to be released. On the other hand, the current institutional system for the development of the private economy still faces deep-seated problems, including insufficient trust among actors, inadequate factor coupling, and declining adaptability. Therefore, it is necessary to deepen institutional synergy for the high-quality development of the private economy by coordinating objectives and structures through top-level design, strengthening policy implementation through system integration, and building adaptive mechanisms through dynamic optimization, so as to promote a transformation of the institutional system from its current state of overall formal completeness to dynamic functional adaptation.更多还原
