【摘要】 高等学历继续教育内部教学质量保障体系，是“以高校为主体构建、确保高等学历继续教育办学质量，包含人才培养方案制订、硬件教学设备、教学组织保障、教学督导和监测等在内”的系统性保障体系。在高等学历继续教育改革新常态下，高校内部教学质量保障体系存在人才培养方案修订及执行不到位、招生服务意识不强、线上学习流于形式、线下面授到课不足、课程资源建设滞后、督导监测力度不强等问题。高校需要从人才培养方案修订及执行上把好教学质量基础关，从招生入口把好学员所选专业和需求对应第一关，从教学组织上把好高等学历继续教育供给侧管理和资源优化关，从学习过程上把好成人学员学习内驱力激发及管理服务关，从督导监测层面把好校外教学点设置及管理的评估考核关，构建严密完备的内部教学质量保障体系，实现高等学历继续教育高质量发展。更多还原

【Abstract】 The internal teaching quality assurance system for degree-oriented continuing higher education is a systematic framework established by universities to ensure educational quality. It encompasses aspects such as the formulation of talent training plans, hardware teaching equipment, teaching organization, and teaching supervision and monitoring. Under the new normal of degree-oriented continuing higher education reform, universities face challenges such as inadequate revision and implementation of talent training plans, weak service-oriented recruitment awareness, superficial online learning, insufficient in-person attendance, lagging course resource development, and weak supervision and monitoring. To address these issues, universities need to strengthen quality control at multiple stages: ensuring the sound revision and effective implementation of talent training plans as the foundation of teaching quality; aligning enrollment with learners’ chosen majors and needs at the entry stage; improving supply-side management and resource optimization in teaching organization; enhancing learners’ intrinsic motivation and management services during the learning process; and reinforcing evaluation and assessment mechanisms for the establishment and management of off-campus teaching sites through supervision and monitoring. By building a comprehensive and robust internal quality assurance system, universities can achieve high-quality development of degree-oriented continuing higher education.更多还原
