【摘要】 当前我国农村集体经济发展面临村庄自主发展能力弱化、集体经济发展易吸纳治理、地方政府策略性经营导致经济发展悬浮及治理脱嵌等困境。党建引领的核心价值在于通过强化基层党组织功能协调发展与治理的关系，推动集体经济发展与乡村治理耦合：通过政治引领机制夯实基层党组织的领导基础、提升组织力和政治能力，重构集体经济发展的主体基础；通过社会动员机制织密党群联结、凝聚发展共识、引导协商治理，激活村社集体价值；通过利益关联机制调适政府、市场与集体关系，完善分配与经营规则，推动发展规则重构；通过服务反馈机制提供公共服务、丰富公共活动、建立积分制度等方式，重塑集体成员之间的社会联结。从结果看，党建引领集体经济发展实现了以治理促进发展、发展与治理协同、共同体构建的目标，不仅有助于提升集体经济的收益与效率，更能够激活和重塑村社集体。未来，如何进一步提升党建引领的中间机制效能，仍有待在理论和实践层面持续深化探索。更多还原

【Abstract】 At present, the development of rural collective economy in China is confronted with such dilemmas as the weakening of villages’ independent development capacity, the susceptibility of collective economic development to governance absorption, and the suspension of economic development and disembedded governance caused by local governments’ strategic operation of the collective economy. The core value of Party-building leadership lies in coordinating the relationship between development and governance by strengthening the functions of primary-level Party organizations, so as to promote the coupling of collective economic development and rural governance. Through the political leadership mechanism, it consolidates the leadership foundation, enhances organizational and political capabilities, and reconstructs the main body basis for the development of the collective economy. Through the social mobilization mechanism, it strengthens Party-mass ties, builds consensus on development, guides deliberative governance, and activates the value of village and community collectives. Through the interest correlation mechanism, it adjusts the relationship among the government, the market and the collective, improves distribution and operation rules, and advances the restructuring of development norms. Through the service feedback mechanism, it improves public services, enriches public activities, establishes a points system and other means to reshape the social bonds among collective members.In terms of outcomes, Party-building leadership in the development of the collective economy has achieved the goals of promoting development through governance, coordinating development and governance, and constructing a community. It not only helps improve the returns and efficiency of the collective economy, but also activates and reshapes village and community collectives.
