【摘要】 立足新时代背景，党中央提出“金融高水平对外开放”,其核心要义是高质量协同、高标准规则、高效率联通与高水平安全。然而，与时代同频共振的金融开放面临“引进来”不畅与“走出去”阻滞、内部规制调适滞后与外部规则对接梗阻、金融基础设施不完善与人民币国际化程度不高、国内外环境复杂多变与监管效能有待提升等困境。基于“金融资源论”,高水平开放所面临的困境本质上是金融资源跨市场、跨境配置堵点的映射，而金融强国的关键核心要素为此提供了破局密钥。具体的，在货币战略维度，应深度参与国际支付体系改革，构筑人民币国际使用生态；在央行治理维度，要加速内部规则调适与外部规则对接，构建金融稳定的长效机制；在金融机构发展维度，需推进文化适配消解软性壁垒，重塑创新动能加速金融质变；在金融监管完善维度，应提高监管质效，筑牢风险防线；在人才队伍塑成维度，要完善人才政策体系，培育复合型人才队伍；在国际金融中心建设维度，需强化上海香港双中心建设，使其服务于内外双循环。更多还原

【Abstract】 Against the backdrop of the new era, the Party Central Committee has designed the strategy of “high-level financialopening-up”, whose essence lies in high-quality coordination, high-standard rules, high-efficiency connectivity and high-l evel security. However, this strategy faces some constraints, including impediments to both inbound and outbound flows,misalignment between domestic regulations and international rules, dual limitations arising from imperfect financiali nfrastructure and insufficient RMB internationalization, as well as the need for enhanced regulatory efficacy amidst acomplex global environment. Drawing on “financial resource theory”, this paper posits that these dilemmas reflect theb ottlenecks in the cross-market and cross-border allocation of financial resources, and that the core elements of building a“financial powerhouse” offer the key to resolving them. Specifically, the paper advocates for advancements across multipled imensions: in terms of monetary strategy, China should deepen participation in international payment system reforms tobuild an RMB ecosystem; regarding central bank governance, it is crucial to accelerate rule alignment to ensure long-terms tability; for financial institutions, cultural adaptation must be promoted to overcome soft barriers; in the realm ofregulation, quality and efficiency should be improved to fortify risk defenses; concerning talent pool, policy systems mustb e perfected to cultivate interdisciplinary professionals; and finally, regarding international financial centers, theShanghai-Hong Kong nexus should be strengthened to serve both domestic and international circulations.更多还原
