【摘要】 二战后日本核政策长期在“和平主义”与“安全需求”之间摇摆，一方面奉行“无核三原则”并加入《不扩散核武器条约》，另一方面通过日美“核密约”依赖美国核保护伞，形成“显教”与“密教”并存的矛盾结构。进入21世纪，受所谓朝鲜“核威胁”、美国“延伸威慑”相对弱化及右翼势力日益膨胀等因素的影响，日本核政策正从“被动依赖”转向“主动参与”。当前，以高市早苗政权为代表的保守势力试图修改“无核三原则”，特别是其中的“不运进”原则，推动“核共享”甚至“自主拥核”讨论，并借修订“安保三文件”深化日美核合作。与此同时，日本国内反核力量弱化，“和平主义”思潮相对衰退。日本核政策的危险转向，不仅背离其“唯一被爆国”的历史立场，更对东亚安全秩序和全球核不扩散体系构成严峻挑战。更多还原

【Abstract】 After the second world war, Japan’s nuclear policy has long oscillated between so-called “pacifism” and actual “security needs”. On one hand, it has adhered to the“Three Non-Nuclear Principles” and joined the Treaty on the Non-Proliferation of Nuclear Weapons(NPT). on the other, it has also relied on the U.S. nuclear umbrella via the Japan-U.S.“secret agreements” creating a contradictory structure, in which“exoteric” pacifism and “esoteric” dependence of US nuclear protection coexist.Among the 21 st century, influenced by factors such as the so-called “nuclear threat”from DPRK, the relative weakening of U. S. extended deterrence, and the ever-increased influence of right-wings, Japan’s nuclear policy has been shifting from“passive dependence” to “active participation.” At present, hyper-conservatives represented by the Sanae Takaichi administration are attempting to challenge the“Three Non-Nuclear Principles,” particularly the “not permitting the introduction of nuclear weapons” clause, whereas promotes discussions on “nuclear sharing” and even advocates “independent nuclear armament.” Likewise, they are deepening Japan-U. S. nuclear cooperation through the revision of the “Three Security Documents.” Meanwhile, domestic anti-nuclear groups in Japan have weakened, and pacifist sentiment has relatively declined.
