【摘要】 在精细化城市管理的背景下，规划实施平台已成为上海市区域整体开发项目实现全生命周期设计管控和建设落地的重要工具，但在项目实践中，仍然存在着管控思维未转变、缺少统一标准等问题。针对这些问题，文章聚焦规划实施平台管理手册的管控要素库，提出 “自上而下”结合“自下而上”的构建逻辑，搭建管理手册的全要素管控体系；进而结合北蔡楔形绿地产业社区实施平台的实践经验，完善细化管理手册内容、验证管控要素体系，分析管控要素与管控方式，为其他规划实施平台项目的编制提供借鉴。更多还原

【Abstract】 Against the backdrop of refined urban management,planning and implementation platforms have become a critical tool for enabling full-life-cycle design control and construction delivery in Shanghai’s regional integrated development projects.However,project practice continues to be plagued by challenges such as outdated control mindsets and a lack of unified standards.To address these issues,this paper focuses on the control element database embedded in the planning and implementation platform’s management manual,proposes a construction logic that integrates “top-down” and “bottom-up” approaches,and establishes a full-element control system for the manual.Furthermore,leveraging practical insights from the Beicai Wedge-shaped Green Space Industrial Community Implementation Platform,the paper refines and enriches the management manual’s content,validates the control element system,and analyzes control elements and methodologies—ultimately providing a actionable reference for the development of other planning and implementation platform projects.更多还原
