基于博弈论的建筑固废减量化政策优化研究

【摘要】 我国建筑固体废弃物年度产生量超过20亿吨,约占城市固体废弃物总量的40%,其减量化与资源化处理是达成绿色发展的核心要求。通过建立三方演化博弈理论模型,探讨三方互动机制及其均衡状态稳定性。研究结果表明理想稳定均衡状态为企业积极减量化、回收商高效回收以及政府严格监管。该均衡点受企业获得的无形价值与政府的奖惩力度影响。通过Matlab进行数值仿真,显示在初始参数条件下系统演化轨迹未能收敛至理想均衡点,当提升企业获得的无形价值以及政府的奖惩力度后,向该理想状态进行收敛。据此提出:提升企业无形价值、设计实施差异化分级监管、加强三方合作。为推动“无废城市”建设及优化相关政策体系提供理论支撑。

【Abstract】 The annual generation of solid waste from construction in China exceeds 2 billion tons, accounting for about 40% of the total amount of urban solid waste. Its reduction and resource utilization are the core requirements for achieving green development. By establishing a tripartite evolutionary game theory model, this study explores the mechanism of tripartite interaction and the stability of its equilibrium state. The research results indicate that the ideal stable equilibrium state is characterized by active reduction by enterprises, efficient recycling by recyclers, and strict government regulation. This equilibrium point is influenced by the intangible value obtained by the enterprise and the government’s rewards and punishments. Through numerical simulation using Matlab, it was shown that the system evolution trajectory did not converge to the ideal equilibrium point under initial parameter conditions. When the intangible value obtained by the enterprise and the government’s reward and punishment were increased, the system converged towards this ideal state. Based on this, it is proposed to enhance the intangible value of enterprises, design and implement differentiated hierarchical supervision, and strengthen tripartite cooperation. To provide theoretical support for promoting the construction of a "zero waste city" and optimizing the relevant policy system.
