Historical Exploration and Modern Implications of Shandong University’s "Two For" Mission
【Abstract】 The mission of Shandong University, "Nurture talent for the world and seek prosperity for the nation"(the "Two For" mission), originates from the Provisional Charter for the Pilot Imperial College in Shandong Province proposed by Yuan Sikaih to Emperor Guangxu in 1901. Despite its historical significance, the authorship of this mission statement remains underexplored in academic discourse. While Yuan Shikai, Watson Mc Mlleni Hayes, and Li Yukai contributed to the Charter’s development, evidence suggests they were not the drafters of the "Two For" mission. Zhou Xuexi, the inaugural director of Shandong Imperial College(regarded as its first president), played a pivotal role in establishing the institution. Through analysis of six factors—personal accounts, historical records, archival documents, familial and social background, ideological alignment, and linguistic patterns. This study identifies Zhou Xuexi as the most plausible author of the mission statement. Furthermore, the "Two For" mission holds profound historical and contemporary significance, manifested in four key dimensions: a patriotic ethos of national service, institutional confidence comparable to global elite universities, commitment to preserving traditional culture, and dedication to cultivating globally competent talent.
