【摘要】 党的二十届四中全会将“一体推进教育科技人才发展”作为国家重大战略任务,其核心是通过教育、科技、人才的赋能,破解发展瓶颈,抢占全球科技竞争优势地位,提升国家创新体系整体效能。基于国家创新系统理论,结合国际经验与中国实践,本文系统阐释三者一体化发展的战略定位与时代逻辑,并构建“核心支撑-关键路径-载体赋能”的三维实践框架:以研究型大学为枢纽,强化有组织科研,支撑高水平科技自立自强;以交叉学科布局为关键路径,对接未来产业,培育复合型人才;以重大科技平台为载体,贯通“四链”,构建产学研深度融合的创新生态。更多还原

【Abstract】 The Fourth Plenary Session of the 20 th Central Committee of the Communist Party of China identified “integrated development” as a major national strategic task, with its core being to break through development bottlenecks, seize the global technological competitive advantages, and enhance the overall efficiency of the national innovation system through the empowerment of education, science and technology, and talent. Based on the theory of national innovation systems and integrating international experience with China’s practices, this paper systematically elucidates the strategic positioning and contemporary logic of the integrated development of these three elements, and constructs a three-dimensional practical framework of “core support-key path-carrier empowerment”: using research universities as hubs to strengthen organized scientific research and support high-level technological self-reliance and strength; adopting interdisciplinary layout as the key path to align with future industries and cultivate interdisciplinary talents; and using major scientific and technological platforms as carriers to connect the “four chains” and build an innovation ecosystem with deep integration of industry, academia, and research.更多还原
