城市韧性与数字经济耦合协调发展及障碍度研究——以安徽省为例

【摘要】 基于2013—2022年安徽省16个地级市面板数据,从生态、经济、社会和基础设施四个维度构建城市韧性评价指标体系,采用熵权法和critic算法进行赋权,结合综合指数法计算城市韧性指数和数字经济发展指数,进一步运用耦合协调度模型对两者的协调程度进行测算,并探究其阻碍因素。结果表明:安徽省数字经济发展水平总体大于城市韧性建设水平;城市韧性水平表现出皖中较高,皖北次之,皖南较低的特点,数字经济发展水平表现出腹地高,四周低的特点。两者的耦合协调水平呈现波动上升的趋势。数字产业、数字基础设施以及生态和经济韧性的建设是制约耦合协调发展的最主要因素。

【Abstract】 Based on panel data from 16 prefecture-level cities in Anhui Province from 2013 to 2022, this paper constructs an urban resilience evaluation index system from four dimensions: ecology, economy, society, and infrastructure. The entropy weight method and CRITIC(Criteria Importance Through Intercriteria Correlation) algorithm are used for weighting, and a comprehensive index method is applied to calculate the urban resilience index and digital economy development index. Furthermore, the coupling coordination degree model is employed to assess the coordination level between the two and to explore the obstructive factors. The results indicate that the level of digital economy development in Anhui Province is generally higher than that of urban resilience construction. The urban resilience level is characterized by being higher in central Anhui, followed by northern Anhui, with southern Anhui being the lowest. In contrast, the level of digital economy development shows a pattern of being high in the hinterland and low on the periphery. The coupling coordination level between the two displays a fluctuating upward trend. The construction of digital industry, digital infrastructure, as well as ecological and economic resilience are the main factors restricting the coupled coordinated development.
