开放科学数据可用性评价指标体系构建及实证研究

【摘要】 探究科学数据可用性评价指标体系,能够为衡量科学数据可用性提供参考,有助于推动开放科学可持续发展,促进科学数据的高效利用。文章采用文献和访谈相结合的方法提炼科学数据可用性初始评价指标;接着采用德尔菲法邀请领域专家对初始指标进行评价,在此基础上修正并确立评价指标体系;最后,运用层次分析法确定评价指标权重。从数据、平台、法规3个维度构建包含7个一级指标及26个二级指标的科学数据可用性评价指标体系并进行实证分析。从数据内容质量、数据结构形式、数据来源可追溯、数据资源关联性以及数据集获取流程、数据集说明文档、数据集引用格式等方面提出优化建议。

【Abstract】 Exploring an evaluation index system for scientific data usability can provide a reference for assessing data usability, promote the sustainable development of open science, and facilitate the efficient utilization of scientific data. This study combines literature review and interviews to extract the initial evaluation indicators for scientific data usability. Then, the Delphi method is employed to invite domain experts to evaluate the initial indicators, based on which the evaluation index system is refined and established. Finally,the Analytic Hierarchy Process(AHP) is applied to determine the weights of the evaluation indicators. The study constructs an evaluation index system for scientific data usability from three dimensions—data, platform, and regulations—comprising 7 primary indicators and 26 secondary indicators, followed by empirical analysis. Optimization suggestions are proposed in terms of data content quality,data structures and formats, data source traceability, data resource correlation, dataset acquisition processes, dataset documentation,and dataset citation formats.
