【摘要】 保护规划是文物保护单位保护工作纲领性文件,在保护与利用并重的新时代背景下,应更大程度地发挥其公共政策属性,协调好遗产保护和城市发展之间的关系。本研究从公共政策视角构建规划实施评估的框架与方法,在政策导向、保护导向、责任导向、修编导向下形成文物保护规划实施评估指标体系,并将该评估体系应用于徐州土山汉墓保护规划的实证研究,针对评估结果,提出优化修编的对策和建议,为提高文物保护规划实施评估的系统性和可操作性提供思路。更多还原

【Abstract】 Conservation planning is a programmatic document for the protection of heritage conservation units, and in the context of the new era of equal emphasis on conservation and utilization, it should give greater play to its public policy attributes and coordinate the relationship between heritage conservation and urban development. This study constructs a framework and method for evaluating the implementation of the plan from a public policy perspective, and forms an index system for evaluating the implementation of the heritage conservation plan from a policy-oriented, conservation-oriented, responsibility-oriented, and revision-oriented, then applies this evaluation system to an empirical study of the conservation planning for the Han tombs in Tushan, Xuzhou. Finally, in response to the results of this assessment, we propose countermeasures and suggestions to optimize the revision, which can provide ideas to improve the systematic and operable implementation assessment of heritage conservation planning.更多还原
