全球教育治理背景下的高校图书馆国际化服务实践探索——以深圳大学图书馆为例

【摘要】 全球教育治理为高校的国际化发展带来了新的要求和挑战,积极参与全球教育治理已成为我国高校的时代命题。为适应高校国际化发展新形势,高校图书馆亟须创新服务形式和内容。本文以深圳大学图书馆为例,展示其在全球教育治理背景下国际化服务的创新实践,包括:发挥情报分析优势,支持学校参与全球教育治理;提供相关评估指标,助力学校国际化水平评估;编译行业全球前沿资讯,洞察行业发展;服务外籍师生,促进多元文化交流。文章指出,我国高校图书馆应重点关注联合国可持续发展目标,紧密围绕“一带一路”倡议开展国际化服务,积极参与国际图书馆联盟/组织的事务,并融入全球知识网络,以期为我国参与全球教育治理贡献力量。

【Abstract】 Active participation in global educational governance is now a key priority for universities, bringing new challenges and demands for the internationalization of higher education. In response, university libraries must innovate their services. This paper takes Shenzhen University Library as a case study, showcasing its innovative practices in internationalization within the context of global education governance, from four perspectives.(1)The library leverages intelligence analysis to support the university’s engagement in global education governance by producing reports such as the “Analysis of Shenzhen University’s Research Performance in SDGs, ” the “Case Study on Sustainable Development Actions at Universities in China and Abroad, ” the “Study on the Contribution of Universities in the Guangdong-Hong Kong-Macao Greater Bay Area to SDG 4(Quality Education),” and the“Analysis Report on the Research Cooperation Situation between Shenzhen University and the Belt and Road Co-constructing Countries(2014-2023)”. These reports assist the university in engaging with global education governance and provide valuable insights for its internationalization strategies.(2)The library plays a crucial role in constructing the university’s internationalization evaluation system and providing reliable data for the ongoing assessment. It assesses the global academic impact of Shenzhen University scholars based on ranking data from leading academic recognition platforms, including the Stanford Top 2% Scientists List, Clarivate Highly Cited Researchers, and Elsevier’s Highly Cited Chinese Researchers, to assess the global academic influence of Shenzhen University scholars.(3)The library translates and curates frontier insights from global industry and information science trends by compiling publications such as “World-Class University Information, ” “Liyuan International Libraries News, ” and the “Newsletters of FOLIO.”(4)The library offers bilingual information services to international faculty and students, including an enhanced English version of the library website, bilingual guidance for research retrieval and citation reports, and bilingual in-person orientation sessions. In conclusion, the paper puts forward four suggestions for further developing internationalization services of university libraries in China.(1)Aligning with the United Nations SDGs: actively respond to IFLA’s SDG initiatives, develop SDG-themed knowledge databases, incorporate SDGs into information literacy instruction, and provide intelligence services to support universities in achieving SDGs.(2)Supporting the “Belt and Road Initiative”: promote “the Belt and Road” University Libraries Alliance, jointly build “the Belt and Road”literature database, provide knowledge consulting and information services for related research projects and industries, and organize cultural exchange activities with “the Belt and Road” countries.(3)Engaging in international library alliances and organizations: proactively apply for membership in international alliances/organizations, participate in global initiatives by joining special working groups or project teams, and co-host training and educational programs.(4)Integrating into the global knowledge network: establish connections with international organizations promoting open access resources, collaborate on integrating open access resources, and advocate for policies that facilitate co-construction and sharing of open access resources.
