【摘要】 党的十九大以来，党中央将自我革命与基层治理紧密结合，破解基层治理难题，深化拓展基层减负。数字化治理是基层减负的重要手段、载体和途径，然而，在数字技术广泛赋能基层减负的同时，逐渐涌现出“数字形式主义”,成为数字技术加持下形式主义的新变种，是当下基层社会治理的深层次难题。本文立足于数字形式主义嵌入基层减负的治理场景，探讨基层减负中“数字形式主义”的类型和表征、生成逻辑和治理路径。研究发现：当前基层减负的实践中存在价值目标偏移下的技术异化与压力型体制下的策略执行两种数字形式主义表征，进一步分析数字技术与组织制度耦合形塑的过程得出“数字技术-组织制度互构”的分析框架，并最终围绕技术嵌入基层治理的实践，探讨信息物理社会融合系统生态环境下基层数字形式主义的消解路径，为推进基层减负工作提供思路。更多还原

【Abstract】 Since the 19th National Congress of the Party,the CPC Central Committee has closely integrated the Party’s self-revolution with grassroots governance,cracked the problems,and deepening and expanding grassroots burden reduction. Digital governance is an important means,carrier and way to reduce the burden at the grassroots level. However,while digital technology is widely empowering the grassroots to reduce their burdens, " digital formalism" has gradually emerged,becoming a new variant of formalism under the auspices of digital technology,which is a deep-rooted problem of grassroots social governance at present. Based on the governance scenario of digital formalism embedded in grassroots burden reduction,this paper explores the types and characterization of " digital formalism" in grassroots burden reduction,the logic of its generation and the path of its governance. The study finds that there are two types of digital formalism in the current grassroots burden reduction practice:technological alienation under deviation of value goals and strategic implementation under the pressure system. The study further analyzes the process of coupling and shaping digital technologies and organizational systems,and comes up with the analytical framework of " Digital Technology-Organizational Constitution Mutual Construction". Finally,this paper focuses on the practice of technology embedded in grassroots governance,and explores the path of dissolving digital formalism at the grassroots level under the ecological environment of Cyber-Physical-Social System,in order to provide ideas for the promotion of grassroots burden reduction.更多还原
