“政”与“社”的过程协同与关系演化——政府购买情境下的政社互动逻辑

【摘要】 本文从表层与深层的复合维度对政府部门和社会组织的互动实践和合作关系进行了立体分析,在对案例的观察与剖析中发现二者在合作实践中呈现出协同演化的互动逻辑。政府部门与社会组织之间的互动既有过程中的渐进性协同,又包括合作关系的深层次演化,从而形成一种相互作用、共同发展的协同演化逻辑。具体是,政府部门与社会组织在服务项目、资源网络、发展环境的不同阶段保持由微观到宏观的渐进性协同,而过程协同的内在本质是二者从契约性合作到互依式合作、最终到制度性合作的关系演化。本文将政府的行政建构和社会组织的策略行动放在同一分析框架中,关注了二者在合作实践中的互嵌融合与共同形塑作用,拓展了对政社互动的双向性、发展性、立体化认识,也为当下政府购买服务中的合作实践提供经验参考。

【Abstract】 Government procurement of social services,as a policy innovation to enhance public services and innovate social governance,provides a institutional legitimacy foundation for the cooperation between government departments and social organizations,and is the primary form of government-society cooperation in China. Since the State Council issued the“Guiding Opinions on Government Procurement of Services from Social Forces”in 2013,along with subsequent supporting policies,it has accelerated the development of social organizations and the process of government procurement of services in China. The number of social organizations in China has shown explosive growth in the short term,but looking back at the development trajectory,it has been more of a slow exploration in twists and turns,and the interaction between government and social organizations is more complex than linear growth in data suggests.Under the context of promoting government procurement of social services and the development of social organizations,it is necessary not only to grasp the boundary and interaction between the government and social organizations at the macro level,but also to analyze the intrinsic characteristics and interaction practices at the micro-level.This article takes the successful practice of the G District Management Committee purchasing services from Social Organization N as a typical case,observing and summarizing the interaction process between government departments and social organizations,analyzing changes in their internal relationships during ongoing cooperation,and discovering that high-quality performance is the result of the coevolution of government-society collaboration. The co-evolution is the interactive logic of mutual interaction and common development between government departments and social organizations,which involves both incremental cooperation in the process and dynamic evolution of internal relationships.Specifically,firstly,in the project coordination stage,government departments incorporate social organization services to compensate for the shortcomings in government governance innovation capabilities,thereby resolving the responsibilitycapacity dilemma. Social organizations also require corresponding resources from government departments,such as funding,venues,and policy supports. This stage of government-society interaction represents a micro-level technical system recognition,based on contractual cooperation through service project collaboration.Secondly,during the resource coordination stage,the demonstration pressure brought by the service performance of social organizations,coupled with the practical needs for public service provision and governance innovation,prompts government departments to increasingly absorb knowledge regarding social governance. Social organizations,in turn,seek to supplement their learning with cross-domain knowledge and administrative rules. So,the government and social organizations,while achieving technical recognition,also engage in mutual learning and knowledge sharing,evolving from technical cooperation to knowledge sharing. This represents a bidirectional recognition concerning the knowledge system and gradually develops into an interdependent cooperative relationship within the resource network.Finally,in the development coordination stage,government departments construct and optimize the development environment for social organizations from a broader policy perspective,providing institutional pathways for social organizations to participate in public service and social governance. Social organizations,aligningwith governance goals and practical governance needs,continually strengthening organizational collaboration and fostering a collaborative development ecosystem.This stage involves structured actions directed towards value co-creation,further evolving into more robust and sustainable institutional cooperative relationships under macro-environmental coordination.So,the process coordination between the government department and social organizations across foundational projects,resource networks,and development environments involves deeper system-level transformation and recognition in terms of technology,knowledge,and values. This progression from superficial to profound changes in internal systems is the essence of the evolution of government-society relations. The mutual linkage in technology,processes,and knowledge,along with mutual recognition at the levels of values,institutions,and culture,constructs a cooperation framework of shared benefits and risk-bearing. In essence,the interaction logic between the government and social organizations embodies both progressive process coordination and intrinsic relational evolution,forming a logic of co-evolution.In summary,under the unified logic of institution and practice,this article places the government’s institutional construction and social organizations’ strategic actions in the same analytical framework,focusing on the mutual embedding,fusion,and joint shaping of their relationships,and expanding the bidirectional and developmental understanding of government-society interaction. Although this case studied in this paper has its unique characteristics,such as the high level of cooperation willingness from the G District Management Committee,the better economic foundation of the area,and the proactive roles played by both the G District government departments and Social Organization N. As a successful practice,the interaction process and mutual interaction logic can still provide inspiration and experience for current government-society cooperation practice,thereby continuously optimizing the performance of government service procurement.On one hand,the awareness and mechanisms of organizational learning are intrinsic requirements for the coevolution of government and social organizations. On the other hand,the effectiveness of services is the sustained driving force for collaborative government-society cooperation.
