【Abstract】 Xi Jinping economic thought is an important ideological guidance for the high-quality development of our country’s economy, summarizing the harmonious relationship between the government and the market as “efficient market” and “proactive government.” The construction of regional innovation platforms in our country involves the practice of the synergy between a “proactive government” and an “efficient market” in terms of management systems, incentive policies, and technology finance. Additionally, a favorable legal environment is crucial to ensure the effectiveness of the market and the proactiveness of the government.
