【摘要】 公共数据是数据要素的核心构成，涵盖国民经济生产生活海量场景，蕴藏着巨大的社会经济价值。基于场景驱动创新理论，遵循公共数据权属明晰、授权规范和高效运营的基本原则，系统探究新质生产力视域下场景驱动公共数据价值化的理论机制、体系设计与实践模式。探讨了公共数据价值化的理论逻辑，进一步提出确权、授权、运营为一体的公共数据价值化体系设计，提出在建设国家公共数据中枢系统基础上，重点依托省区市共建和“一中心-多节点”的整体架构、集成化赋能模式及场景驱动的融合应用模式，最后提出加快推进公共数据价值化的对策建议。以期从理论与实践融合的角度拓展公共数据价值化的相关理论、技术体系和实践模式，为加快公共数据要素市场化配置、释放数据要素价值、支撑新质生产力和中国式现代化建设提供理论和实践启示。更多还原

【Abstract】 Public data is the core component of data elements, covering a large number of scenarios of national economic production and life, and containing huge social and economic value. Based on the context-driven innovation theory, this paper systematically explores the theoretical mechanism, system design, and practice mode of context-driven public data valorization from the perspective of the new quality productive forces, following the basic principles of clear ownership of public data, authorization norms, and efficient operation. The paper discusses the theoretical logic of public data valorization, further proposes the design of public data valorization system integrating rights confirmation, authorization, and operation, proposes to rely on the overall architecture joint developed by provinces, autonomous regions and municipalities directly under the Central Government and "one center-multi node", and the integrated empowerment mode and context-driven integrated application model on the basis of the construction of a national public data central system, and finally puts forward countermeasures and suggestions to accelerate the promotion of public data valorization. From the perspective of the integration of theory and practice, it aims to expand the relevant theories, technical systems, and practical models of public data valorization, and provide theoretical and practical enlightenment for accelerating the market-oriented allocation of public data elements, releasing the value of data elements, and supporting the new productive forces and Chinese-style modernization.更多还原
