【摘要】 数字服务贸易已成为我国参与国际竞争与合作的新型贸易形态。新发展格局在技术、市场、政策等多方面驱动服务贸易数字化转型，其中内循环助力驱动数字技术创新与服务供给能力提升，外循环助力驱动制度创新与数字服务开放合作，共同促进数字服务贸易全产业链协同发展。近年来，我国数字服务贸易规模不断扩大，结构水平日益优化，政策引导不断创新，但总的来看，其发展水平与发达国家仍存在较大差距，面临数字服务贸易壁垒、数据安全等诸多挑战。顺应新时代构建新发展格局的要求，我国应从加强顶层设计、加大数字基础设施投入、推动数字技术与实体经济深度融合、提升数字服务贸易自由化便利化水平、加强数字知识产权和个人隐私保护、增强国际服务贸易规则话语权等方面入手，推动我国数字服务贸易高质量发展。更多还原

【Abstract】 Digital trade in services has become a new trade pattern for China to participate in international competition and cooperation. The new development pattern drives the digital transformation of trade in services in the areas such as technologies, markets, and policies, among which the internal circulation helps drive digital technology innovation and the improvement of service supply capacity, and the external circulation helps drive institutional innovation and open cooperation in digital services. The dual circulation promotes the coordinated development of the entire industrial chain of digital trade in services. In recent years, China’s digital trade in services has been expanding in scale, increasingly optimizing its structure, and enjoying policy guidance that has been innovating. However, on the whole, there is still a large gap between its development level and that of developed countries. China’s digital trade in services is facing many challenges such as barriers to digital trade in services and data security. In line with the requirements of building a new development pattern in the new era, China should start from strengthening top-level design, increasing investment in digital infrastructure, promoting the deep integration of digital technology and the real economy, improving the level of liberalization and facilitation of digital trade in services, strengthening the protection of digital intellectual property rights and personal privacy, and enhancing the discourse power on the rules of international trade in services, so as to promote the high quality development of China’s digital trade in services.更多还原
