【Abstract】 Market access negative list system is an institutional arrangement aimed at improving and perfecting the socialist market economy system. It is a concrete embodiment of clarifying the boundary between the government and the market,giving play to the decisive role of the market in resource allocation,guiding and regulating the healthy and orderly development of various types of capital,stimulating the vitality of all market players. The negative market access list system has triple value orientations:the value orientation of returning power to the market,the value orientation of guiding capital,and the value orientation of building effective government.The institutional arrangements of the negative market access list include:"entry unless on the list" ","a single list","one yearly revision" and "one single list for the whole country". The negative list system has achieved remarkable results:the access mechanism for the private economy has become more equitable,the scope of access has become clearer,the effectiveness of access has continued to improve,and the private economy has become an important force in realizing high-quality development and advancing common prosperity in the new era.
