【摘要】 为建立健全城乡统一的建设用地市场，实现土地要素市场化配置、促进城乡融合发展，在集体经营性建设用地与国有建设用地同等入市实现“同权同价”的背景下，通过借鉴和利用制度分析与发展（IAD）理论框架，系统梳理了影响集体经营性建设用地市场发展的客观情境，剖析了集体经营性建设用地市场主体参与市场运行发展的行动舞台与行动策略，明确了当前我国集体经营性建设用地市场运行过程存在的现实挑战与矛盾焦点，并从提升市场运行效率与促进市场公平两方面为集体经营性建设用地市场创设良好的运行条件提出建议，进而实现与国有建设用地市场有效对接整合。更多还原

【Abstract】 In order to establish and improve a unified urban and rural construction land market and realize the marketoriented allocation of land elements and promote the integrated development of urban and rural areas, under the background of collective construction land and state-owned construction land entering the market equally to achieve “ the same right and the same price”, the paper draws on and utilizes the theoretical framework of institutional analysis and development(IAD),systematically sorts out the objective situations that affect the development of the collective construction land market, and analyzes the action stage and action strategy of the collective construction land market players participating in the market operation and development, clarifies the practical challenges and focal points of contradictions in the current operation process of the collective construction land market. From the aspects of improving market operation efficiency and promoting market fairness, it is proposed to create good operating conditions for the collective construction land market, and then realize effective docking and integration with the state-owned construction land market.更多还原
