【摘要】 高等级生物安全实验室是国家生物安全的重要基础设施。近年来，全球高等级生物安全实验室数量快速增长和监管能力不匹配问题凸显，实验室泄露和安全事故时有发生，加上严重危害全球社会经济发展的新发突发传染病威胁形势日益严峻，如何规划建设和管理好我国高等级生物安全实验室已涉及国家安全。本文通过对比分析目前国内外高等级生物安全实验室现状和问题，探究未来加强我国高等级生物安全实验室建设与发展的关键任务和亟需应对的挑战。更多还原

【Abstract】 High-level biosafety labs are the critical infrastructure essential for a country’s biosecurity. In recent years, however, the mismatch between the rapid growth of such labs and the existing regulatory capabilities has become increasingly conspicuous, as evidenced by the frequent occurrences of lab leaks and accidents worldwide. Moreover, the threat of emerging infectious diseases, which could seriously endanger the world’s socio-economic development, is also rising. Thus, the appropriate planning, construction, and management of high-level biosafety labs have become an issue affecting China’s national security. By comparing and analyzing the status quo of and problems facing high-level biosafety labs inside and outside China, this paper intends to discuss the key tasks awaiting China in the construction and development of such labs and relevant challenges that require immediate action.更多还原
