公路隧道通风汽车污染物基准排放取值探讨

【摘要】 为解决公路隧道通风计算汽车污染物基准排放量取值偏高导致通风规模超配问题,根据我国保有汽车排放调查统计分析,揭示了过去10年主流燃油车CO排放量年平均递减率在5.8%~9.8%之间,烟尘Ⅵ排放量年平均递减率在6.9%~10.1%之间。2020年国Ⅲ及以上排放标准的车占主导,CO和烟尘Ⅵ排放占比分别超过85%和97%,国Ⅲ标准CO和烟尘Ⅵ的基准排放量分别为《细则》计算的41%和18%。结合国家新能源汽车发展产业规划和2030年前碳达峰行动方案进行综合分析,提出了公路隧道通风稀释汽车污染物在2030年计算需风量达到峰值,通风计算污染物基准排放量取值按国Ⅲ标准取值,CO和烟尘Ⅵ的基准排放量分别为《细则》计算的50%和34%,基准排放取值即经济合理又相对安全,对于超长公路隧道可节约一半规模的通风井,研究成果为公路隧道通风设计计算提供参考,也为通风计算规范修订和公路隧道通风控制提供技术支撑。

【Abstract】 In order to solve the problem of excessive ventilation scale caused by the high value of vehicle pollutant standard emission in highway tunnel ventilation calculation, according to the investigation and statistical analysis of vehicle emission in China, this paper reveals that the annual average decline rate of carbon monoxide and CO emission of mainstream fuel vehicles in the past 10 years is between 5.8% ~ 9.8%, and the annual average decline rate of smoke Ⅵ emission is between 6.9% ~ 10.1%. In 2020, vehicles with national III and above emission standards were dominant, with carbon monoxide CO and soot Ⅵ emissions accounting for more than 85% and 97% respectively. The benchmark emissions of carbon monoxide CO and soot Ⅵ in national III standards are 41% and 18% calculated in Guidlines, respectively. Based on the comprehensive analysis of the national industrial plan for the development of new energy vehicles and the carbon peak action plan before 2030, it is proposed that the calculated air demand of vehicle pollutants diluted by highway tunnel ventilation will reach the peak in 2030, the value of the benchmark emission of pollutants calculated by ventilation shall be taken according to the national III standard, and the benchmark emissions of carbon monoxide CO and smoke Ⅵ shall be 50% and 34% respectively calculated in Guidlines. The reference emission value is economical, reasonable and relatively safe. For the super long highway tunnel, half the scale of ventilation shaft can be saved. The research results not only provide reference for the ventilation design and calculation of highway tunnel, but also provide technical support for the revision of ventilation calculation code and highway tunnel ventilation control.
