【摘要】 为进一步加强对地方标准的管理，及时了解地方标准实施过程中存在的问题，并为修订、完善地方标准提供科学依据，本文以安全生产(化工)领域标准实施效果评价为例，提出因子权重排序估计法和模糊综合评价相结合的评价方法，从标准内容、标准实施应用、标准实施效益3方面进行标准实施效果评估；并运用于对DB 32/T 3958—2020的实施效果评价中，结果表明：该方法总体科学合理，符合实际情况，具有较高的可信度，对标准的制、修订及贯彻实施具有一定的指导意义。更多还原

【Abstract】 In order to further strengthen the management of local standards, timely reveal the problems in the implementation of local standards, and provide scientific basis for the revision and improvement of local standards, the authors take the implementation effect evaluation of safety production(chemical industry) field standards as an example, put forward an evaluation method combining factor weight ranking estimation method and fuzzy comprehensive evaluation, and evaluate the effect of standard implementation from three aspects: standard content, standard implementation application and benefit of standard implementation. This method is used in the implementation effect evaluation of DB 32/T 3958-2020. The results show that the method is generally scientific and reasonable, conforms to the actual situation with high credibility and certain guiding significance for the revision and implementation of the standard.更多还原
