【摘要】 完善的碳排放管理标准体系有助于推动绿色低碳发展转型，促进减污降碳协同增效，本研究系统梳理了国内外碳排放管理标准体系发展现状并进行问题诊断，建立碳排放管理标准体系框架。提出完善监测标准体系、建立核算核查与报告标准体系、制定碳排放限额与能耗限额标准、加强规划制定与考核评估标准研究、制定先进技术规范、完善评价标识与建设指南标准体系、构建管理监督标准体系等7项重点任务，以及加强工业、建筑、交通、能源、循环经济、先进技术、碳交易、碳汇等8大领域标准化建设的政策建议。通过构建分阶段、系统性、动态完善的碳排放管理标准体系，为实现碳达峰、碳中和发展目标提供制度保障，推动生态环境治理体系与治理能力现代化建设。更多还原

【Abstract】 A sound carbon emission management standards system is of great significance to promote the transformation of green and low-carbon development,and promote the synergy of pollution reduction and carbon reduction.This study systematically sorts out the development status of carbon emission management standards system,diagnoses problems and establishes the framework of carbon emission management standards system.It also puts forward seven main tasks,including improving the monitoring standards system,establishing the accounting,verification and reporting standards system,formulating the carbon emission quota and energy consumption quota standards,strengthening the research on planning and assessment standards,formulating advanced technical specifications,improving the evaluation identification and construction guide standards system,and constructing the management and supervision standards system,and suggests to strengthen standardization construction in eight major fields,including industry,construction,transportation,energy,circular economy,advanced technology,carbon trading and carbon sink.By building a phased,systematic,and dynamic carbon emission management standards system,it will provide institutional guarantees for the achievement of carbon peaking and carbon neutrality development goals,and promote the modernization of the ecological environment governance system and governance capacity.更多还原
