【摘要】 公众对水电开发的认知误解,很大程度上是因为他们片面地看待水电开发的影响。以四川省凉山州木里藏族自治县为例,采用投资乘数理论和C-D生产函数弹性分析方法分析了10余年水电建设投资对于这个典型国家级贫困县的经济、社会发展的促进作用。研究结果表明:木里县水电建设投资对当地GDP的平均贡献率大于35.7%,使公众直观感受到了水电开发的社会公益性。同时,还讨论了水电建设投资对经济社会发展的特殊隐没效应及当地社会发展和环境影响的辩证关系,有助于公众更加综合、理性地认知水电建设。更多还原

【Abstract】 The public’s misunderstanding of hydropower development is largely due to their one-sided view on the impact of hydropower development.This article takes the Muli Tibetan Autonomous County, Liangshan Prefecture, Sichuan Province as an example to analyze the promoting effect of hydropower construction investment qualitatively and quantitatively over the past ten years on the economic and social development.Based on the investment multiplier theory and the elastic analysis method of C-D production function, the results show that the average contribution rate of hydropower construction investment to local GDP in Muli County is greater than 35.7%,making the local public be aware of the social welfare of hydropower development intuitively.In addition, this article discusses the special hidden effect of hydropower construction investment on economic and social development and the dialectical relationship between hydropower construction on local social development and environment, which will help the public to have a more comprehensive and rational understanding on hydropower construction.更多还原
