【摘要】 发电容量成本回收机制关系着电力的安全稳定供应，也影响电力市场中现货与中长期的顺畅衔接。针对山西电力市场建设现状，论述了建立发电容量成本回收机制的必要性，在分析比较3种常用的容量成本回收机制后，对“双碳”目标下山西发电容量成本回收机制进行了探析，提出了兼顾稳定过渡与创新发展的分阶段实施路径，指出建设方案应综合考虑发电成本合理疏导和用户承受能力的协调，为完善山西电力市场体系，助推构建新型电力系统提供了参考。更多还原

【Abstract】 Generation capacity cost recovery mechanism is related to the safe and stable supply of electricity,and it also affects the smooth connection between spot and medium-and long-term electricity market. Based on the current construction situation of Shanxi power market,the necessity of establishing the cost recovery mechanism of power generation capacity is discussed. After an analysis and comparison of three common capacity cost recovery mechanisms, the cost recovery mechanism of Shanxi power generation capacity under the goals of “Carbon Peaking and Carbon Neutrality”is studied,and a phased implementation path taking into account the stable transition and innovative development is put forward. It is pointed out that the construction scheme should comprehensively consider the reasonable distribution of power generation cost and the coordination of users’ bearing capacity,which provides some reference for perfecting Shanxi power market system and promoting the construction of new power system.更多还原
