【摘要】 东京都市圈在日本高等教育发展与国际化进程中的枢纽地位日益凸显，域内高校整体发展水平显现出高等教育国际化第三阶段特征，即形成国际高等教育枢纽阶段。在现实发展需求的推动和“顶级全球性大学”计划等宏观政策干预的牵引下，东京都市圈域内高校集群通过多维度举措，在促进学生流动、人才流动、知识/创新流动等方面取得了显著成效，有效提升了人才培养、教职员团队和知识生产过程与成果的国际化程度。审视这一兼具“国家规划”与“传统内发”属性的高等教育枢纽发展路径，可引出一系列围绕高等教育枢纽建设兼具理论与实践意义的问题。更多还原

【Abstract】 Tokyo metropolitan area has increasingly become a hub in the development and internationalization of Japanese higher education.The overall internationalization level of universities in this region shows the characteristics of the third stage of higher education internationalization,the formation of an international higher education hub.Promoted by both social needs and macro-level policy interventions such as the "Top Global Universities" project,universities in Tokyo metropolitan area have achieved remarkable outcomes in promoting student mobility,talent mobility,and knowledge/innovation mobility.The internationalization of student cultivation,teams of faculty and staff,as well as knowledge production processes and outcomes has been effectively enhanced.Examining the development process of this higher education hub with both "national planning" and "natural growth" attributes may lead to a series of questions with both theoretical and practical significance around the construction of higher education hubs.更多还原
