【Abstract】 Inclusion is the common development direction of special education globally. This paper analyzes the practical problems in the implementation of the regulations as well as the legislative principles and relevant provisions of the IDEA in the United States, and discusses the institutional improvement on the critical steps in the implementation of the regulations, including that on the Expert Committee for Individuals with Disabilities, flexible and convenient educational placement scheme, inclusive education quality development relying on the IEP, and supervision and annual report on special education.更多还原
