【摘要】 荒漠化是全球范围内的问题,各国因荒漠化特征及国情的不同,防治特点、体制设计、技术手段等有所不同。介绍了阿根廷土地荒漠化现状、危害及主要成因,梳理了其荒漠化防治的相关政策和成功经验、做法,并剖析了其主要存在的问题和不足。对比我国国情和荒漠化防治现状,从法律法规、管理运行机制、防治机制、水资源管理利用、国际履约与合作等方面总结出几点启示,以期为促进我国荒漠化防治工作提供借鉴和参考。更多还原

【Abstract】 Desertification is a global problem. Due to the different characteristics of desertification and national conditions, the control characteristics, system design and technical means are different in different countries. This article introduces the current situation, harms and main causes of land desertification in Argentina, sorts out relevant policies and successful experiences and practices of desertification control, and analyzes its main problems and deficiencies. By comparing China’s national conditions and the current status of desertification prevention and control, this article summarizes several enlightenments from laws and regulations, management and operation mechanisms, prevention and control mechanisms, water resources management and utilization, international compliance and cooperation, etc., with a view to providing and reference for promoting desertification control in China.更多还原
