【摘要】 研究目的:"多规合一"的国土空间规划亟需多目标协同治理,本文基于当前空间规划多目标协同治理存在的问题分析,构建实现多目标协同的国土空间规划治理理论分析框架,讨论国土空间规划多目标协同治理应持续关注的方向。研究方法:综合分析法和推理演绎法。研究结果:(1)当前空间规划存在规划目标体系需要明确、规划管控指标阈值缺乏科学测算依据、对"规划空间"复杂系统的认知尚需提升等问题;(2)国土空间规划的多目标协同治理,一要强化规划多目标的衔接与量化,二要针对关键要素强化管控指标集构建及其阈值测算,三要利用系统优化模型进行情景分析来辅助多目标规划决策,四要从规划"目标—指标—管制"协同方面构建多目标治理机制。研究结论:国土空间规划多目标协同治理是制定科学规划方案与实施有效治理的统一。更多还原

【Abstract】 The purposes of this paper are to construct the theoretical analysis framework of the territorial space planning governance to achieve the multi-objective coordination,and to discusses the research direction to which the multi-objective collaborative governance of the territorial space planning should continue to pay attention based on the analysis of the issues existing in the multi-objective collaborative governance of the current spatial planning,in that the multi-objective governance is urgently needed in the territorial space planning to realize the "multi compliance and integration".The research methods are comprehensive analysis and inferential deduction.The research results show that:1)there are some problems in the current spatial planning,such as the lack of the planning objective system definition,the lack of scientific calculation basis for the threshold value of planning indexes,and the lack of the improvement in the cognition of "planning space".2)To achieve the multi-objective collaborative governance of land spatial planning,the connection and quantification of multi-objective is to be constructed;the construction of index set for key elements is to be strengthen;the system optimization model for scenario analysis is to be used to assist the multi-objective decision-making;the multi-objective collaborative governance mechanism is to be built up from the aspects of planning goals,index set,and regulations.In conclusion,the multi-objective collaborative governance of territorial space planning is the integration of scientific planning and effective governance.更多还原
