【摘要】 中国必须从现在起开始创造和平统一的国际环境。美国和其他国家中的某些势力,从传统权力转移的理论和经验出发,把中国视为竞争对手和修正主义强权,利用台湾问题阻挠中国统一的意图上升。中国必须顺应这轮权力转移的新趋势,制订正确的战略。首先,非西方新兴国家群体性崛起,国际关系从一超独霸走向多元多边多层的复杂局面;国内国际的社会公平将决定全球化的未来;狭隘民族主义、民粹主义、极端主义和恐怖主义是未来意识形态的新挑战。中国以前瞻的观点应对挑战,才能走出和平发展新路。其次,传统权力转移理论忽视地区作用,而未来地区重塑世界的意义至关重要。中美竞争将聚焦于太平洋——印度洋地区,"台独"分裂势力也将地区作为拓展"国际空间"的核心。中国必须更深刻地融入地区。最后,培育两岸求统民意以影响世界人心。四年来台湾民意出现正反两方面的变化,既证明阻挡中国统一的势力在垂死挣扎,也说明台湾民意有改变的可能。中国应坚持争取台湾人心的政策,也使任何外力失去反对和干预中国统一的根据。更多还原

【Abstract】 Based on classical power transition theory and their own experience, the United States and some other countries increasingly deem China as a strategic rival and a revisionist power, and thus have adopted more confrontational policies toward China. Against this backdrop, China must deliberate a new strategy to tackle those changes and to foster a favorable international environment for peaceful reunification across the Taiwan Strait. Above all, the current round of power transition features are: the lasting, incremental and peaceful rise of emerging non-Western countries as a group; a complicated international situation from one hegemony to multiactor, multilateral and multilevel world; social justice and equality both at home and abroad will determine the future of globalization; the humanity needs to make efforts to respond with the new challenges from such ideologies as narrow nationalism, populism, extremism and terrorism. China should find new road for peaceful development with forward thinking. Next, since classical power transition theory tends to ignore the role of regions, but regions reshaping face of the world have incredible significance. The contention between China and US will mainly concentrate in Indo-Pacific region, Taiwan "independence" forces also take the region for cockpit of the competition with the Mainland of China. China must strive for deeper integration into the Asia-Pacific region. Finally, China should foster Taiwanese willingness for reunification of China and influence the people of the world with the common willingness of the people across the Strait. Taiwan public opinion experienced great ups and downs in the last four years, demonstrated Taiwan DPP authority doing their best to hinder Taiwan people for tend of reunification, there is possibility of changing Taiwan people’s willingness as well. China should take measures to win Taiwan people’s hearts. The foundation for peaceful reunification will be built as more people in Taiwan stop worrying about "being reunified" but seek reunification instead, which will annihilate all the justification for external forces to oppose or intervene in China’s reunification.更多还原
