【摘要】 随着国家及地方政府对高等教育投资力度的加大,以及财政部门简政放权力度的加大,如何提高高校采购内控管理水平,又能高效完成学校繁重的采购任务,已成为当前各高校采购工作中的重要课题。在分析高校采购工作内控管理中采购相关制度、组织机构、管理系统、采购队伍等建设现状的基础上,提出了以"防风险、保稳定、促发展"为目标的采购内控制度设计,建立健全完善的制度体系;设置科学合理、职责划分清晰明确的组织机构体系;推进采购工作实现全过程管理的智能化、自动化采购管理系统建设;建立采购联络员制度等方式加强采购队伍建设等管理思路。对"放管服"改革背景下,高校"接住,用好"采购自主权,提高采购内控管理水平,可供参阅。更多还原

【Abstract】 With the increase of national and local government’s investment in higher education,as well as the increase of financial department’s simplification of administration and decentralization,how to improve the level of internal control and management of university procurement,and how to effectively complete the heavy procurement tasks of the university,have become important issues in the current university procurement work. Based on the analysis of the current situation of the construction of procurement related institution, organization, management system and procurement team in the internal control management of procurement in universities,some management ideas such as improving the institutional system with the goal of " risk prevention,stability,and development " internal control system design of procurement; setting up a scientific and reasonable organization system with clear responsibility division;promoting the construction of intelligent and automated procurement management systems for the entire process of procurement management; establishing a procurement liaison system and other methods to strengthen the construction of procurement teams are proposed in this paper. Under the background of the reform of " Devolvement,Management and Service ",these ideas have certain reference significance for universities to " catch and make good use of" procurement autonomy and improve the internal control of procurement.更多还原
