基于能耗监测的高校实验室安全管理策略

【摘要】 随着高校实验室大平台建设与发展,实验室的安全管理备受关注,对实验室的安全运行提出了更高的要求。结合高校实验室安全管理的主要要素,在实验环境规范、操作安全的前提下聚焦实验室配套设施的安全运行、稳定维护,梳理出高校对实验室复杂空间、设施设备的用电需求,以及实验室用能负荷三大方面的安全运行要求。并从提升管理精细度和确定实验室安全隐患点出发,以某科研楼群的能耗监测改造为例,构建基于校园节能监管框架的高校实验室能耗监测平台,最后提出谐波处理、三相平衡、违规用电和突发断电四大类安全隐患的识别与管理策略,给高校实验室安全管理提供参考与借鉴。

【Abstract】 With the development demand of the construction of university large laboratory platform, the safety management of the laboratory has attracted much attention,which puts forward higher requirements for the safe operation of the laboratory. Based on the main elements of laboratory safety management in colleges and universities,this paper focuses on the safe operation and stable maintenance of laboratory supporting facilities under the premise of standard and safety of experimental environment,and combs out the safe operation requirements of three aspects of laboratory complex space,power demand of facilities and equipment,and laboratory energy load. Meanwhile,starting from the point of improving the management precision and preparing to locate the potential safety hazards of the laboratory,anenergy consumption monitoring platform of the university laboratory based on the monitoring framework of campus energy conservation is constructed,by taking the energy consumption monitoring and transformation of a scientific research building as an example. Finally,the identification and management strategies of four types of potential safety hazards,namely harmonic processing,three-phase balance,illegal power consumption and sudden power failure,are proposed to provide the safety management of the university laboratory for reference.
