基于改进DEA方法的中欧班列开行方案评价

【摘要】 对中欧班列开行方案进行合理评价,有助于开行方案的调整及优化。选取15个具有代表性的评价指标,建立评价指标体系,采用C~2R模型、锥比率模型、交叉效率以及熵权法等方法有机结合,对DEA评价模型进行改进,以提高其评价效果及可靠度,使评价过程不依赖主观结果,能够有效解决多投入多输出的评价问题。运用改进的DEA模型对中欧班列开行方案进行评价,结果表明:对选取的5个中欧班列开行方案进行有效性评价并排序,其中有4个是有效的,即目前的开行方案是可行的;有1个方案是无效的,即需要对方案进行改正。通过实例分析证明了该方法的实用性,可为中欧班列开行方案的评价过程及结果的制定及优化提供依据和参考。

【Abstract】 A reasonable evaluation of the transportation plan of China Railway(CR) Express will help to adjust and optimize its train operation plan. Fifteen representative evaluation indicators were selected to establish an evaluation index system. The C~2R model, cone ratio model, crossover efficiency, and organic combination of the entropy weight method were applied to improve the data envelopment analysis(DEA)evaluation model and its evaluation effect and reliability. The evaluation process did not depend on subjective results and could be used to solve the problem of multi-input and multi-output evaluation effectively. The improved DEA model was used to evaluate the transportation plan of CR Express, and the results showed that the selected five transportation plans of the CR Express were ranked, out of which four were valid. In other words, the current scheme was feasible; there was one when the plan was invalid, which required correction. The evaluation process and results of the CR Express transportation plan can provide a basis and reference for its formulation and optimization.
