选拔、培养和激励——来自CCER官员数据库的证据
Selection, Training and Incentivizing ——Evidence from the CCER Officials Dataset
【摘要】 官员选拔制度是我国政治制度的一个显著特征。利用"CCER官员数据库"提供的1994—2017年曾任市级主官的官员的丰富履历信息,本文为我国的官员选拔制度描绘了一个全景式图像,发现了选拔、培养和激励三个因素自1990年代初期以来的规律性变化。官员选拔制度具有选贤任能的特征;随着时间的推移,培养变得更加重要,但激励的角色在减弱。这些发现与我国发展阶段以及党的工作重心的变化是一致的。
【Abstract】 The promotion of officials is one of the key features of China’s political system. Using the personal career data provided by the CCER Officials Dataset for officials who served as city officials in the period 1995-2017, we describe a full picture of China’s promotion system and discovers important trends regarding three key components of promotion, namely, selection, training and incentivizing. While selection on ability and education has always been important, the role of training has been enhanced and incentivizing has become less important. These findings are consistent with the changes of China’s development stage and the shift of the party’s priorities.
