【摘要】 自然资源节约集约利用内涵与评价体系研究是自然资源节约集约利用制度建设的重要内容之一。本轮国家机构改革之前,基于不同历史时期发展战略和部门管理职责不同,土地、矿藏、河流、森林、草原、海洋、湿地等自然资源分属不同行政机构管理,自然资源节约集约利用缺乏统一的评价维度和评价体系。这在一定程度上制约着自然资源节约集约利用状况的整体衡量以及不同区域间自然资源节约集约利用状况的横向比较。本研究重点围绕自然资源概念、自然资源节约集约利用内涵、自然资源节约集约利用评价体系开展研究,以期为开展区域性自然资源节约集约利用评价提供支撑。更多还原

【Abstract】 The research on the connotation and evaluation is necessary to improve the intensive use system of natural resources.Before this Chinese state agency reform, natural resources such as land, minerals, rivers, forests, grasslands, oceans, and wetlands are managed by different administrative agencies due to different historical conditions and departmental responsibilities. As a result,overall measurement and horizontal comparison are restricted.With a view to providing support for the regional evaluation, this research mainly analyzes the concept of natural resources, the connotation of intensive use, and the evaluation system of intensive use of natural resources.更多还原
