广东省东江流域生态补偿服务价值评估体系构建与测算
Construction and Calculation of Ecological Compensation Service Value Evaluation System for Dongjiang River Basin in Guangdong Province
【摘要】 以广东省东江流域生态补偿为研究对象,通过生态系统服务价值评估体系优势,将东江流域生态系统价值分为4个大类10个小类,依据当量因子空间修正模型,结合东江流域生态系统特色,构建了东江流域生态系统服务价值当量因子表。重点从时间趋势的角度,对2009—2017年东江流域生态补偿服务价值进行了测算,并分类别、多角度进行了探讨分析。研究结果表明,从时间变化特征来看,流域内生态服务价值呈下降趋势,分类别与总体的变化趋势一致,其主要原因是为满足人类频繁的经济社会活动,大量的耕地、草地和未利用地等转变为建设用地,不利于流域内生态服务价值的良性发展;从空间变化特征来看,流域内生态服务价值最高为中部地区,其次为北部和南部地区。因而,流域生态补偿机制以及政策体系,应随着经济、社会的发展与时俱进、不断调整,以适应相关利益主体的分配关系,推动生态文明建设与经济高质量同步发展。
【Abstract】 Dongjiang River basin ecological compensation in Guangdong province as the research subject,with the aid of ecosystem service value assessment system advantage,Dongjiang river basin ecosystem value can be divided into four categories:10 small class,spatial correction model based on the equivalent factor,combined with the dongjiang river basin ecosystem characteristic,constructs the Dongjiang river basin ecosystem services value equivalent factor table.The value of ecological compensation services in the Dongjiang River basin from 2009 to 2017 is estimated from the perspective of time trend,and is discussed and analyzed from different categories and multiple perspectives.The research results show that from the point of time variation characteristics,river basin ecosystem service value in a downward trend,classification and the change of the overall trend is consistent,the main reason is to meet human frequent economic and social activities,a large number of cultivated land,grassland and unused land into land for construction purposes,not conducive to the benign development of basin ecological service value;From the perspective of spatial variation characteristics,the value of ecological services in the basin is the highest in the central region,followed by the northern and southern regions.Therefore,the watershed ecological compensation mechanism and policy system should keep pace with the development of economy and society and constantly adjust to adapt to the distribution relationship of relevant stakeholders,so as to promote the synchronous development of ecological civilization construction and high economic quality.
