【摘要】 高等教育与区域经济耦合关系具有正向协同效应与反向制约效应。对海南省高等教育与区域经济发展的耦合度进行DEA模型实证分析,发现:高等教育对于区域经济的协调度先抑后扬,逐步呈现相对有效状态;区域经济对于高等教育的协调度总体呈现"相对有效—回撤"的交替状态;高等教育与区域经济的耦合度长期处于低度协调状态。建议:开展高等教育供给侧改革,完善高校现代化治理体系,显著提升高等教育对于经济社会发展的匹配度与贡献度;区域经济在既定产业政策引领下扩大经济发展规模、提高经济发展效益;面向高校实施区域经济发展专项课题招标,促进高等教育产业融入区域经济;通过税收政策鼓励企事业单位与高校实现合作共赢;在海南省委全面深化改革领导小组下设"高等教育与区域经济协调发展专项小组",建立高等教育与区域经济的长效耦合机制。更多还原

【Abstract】 The coupling relationship between higher education and regional economy has positively synergistic effect and negatively restrictive effect. An empirical analysis of the coupling degree between higher education and regional economic development in Hainan province based on DEA model shows thatthe coordination degree that higher education exerts on regional economic developmentincreases after initially falling upand gradually presents a relatively effective state;the coordination degree that regional economy exerts on higher education generally presents a "relatively effective-withdrawal" alternating state;the coupling degree between higher education and regional economy has been in a low degree of coordination for a long time. Suggestions are put forward as follows: to carry out the supply-side reform of higher education, improve the modern governance system of colleges and universities, and significantly enhance the matching and contribution of higher education to economic and social development; to expand the scale of economic development and improve the efficiency of economic development under the guidance of established industrial policies; to bid for special topics of regional economic development to colleges and universities in order to promote the integration of higher education industry into regional economy; to encourage enterprises and institutions to carry out talent training and tackle key technical problems with universities and colleges through tax policies to achieve cooperation and win-win. In order to establish a long-term coupling mechanism between higher education and regional economy, it is suggested that the Higher Education and Regional Economic Coordinated Development Special Group should be set up as a part of the comprehensive deepening reform leading group of Hainan provincial committee of the communist party of China.更多还原
