【摘要】 我国科技体制改革和创新体系建设进入深度优化期,基础研究发展正在迎来重要的战略机遇期,为更好地推动新时代中国特色科学基金事业的发展,有必要对流动编制用人制度进行系统梳理和总结。本文首先针对美国国家科学基金会和日本科学技术振兴机构的流动编制用人制度进行了分析。进而,将中国国家自然科学基金委员会流动编制用人制度沿革划分为制度尝试期、制度规范期和制度转型期三个时期,并对2002—2016年流动编制项目主任的规模和特征进行了分析。本文认为流动编制用人制度推动了科学基金共同体的建设与完善,有效促进了隐形知识传递,制度实施中也存在一些现实问题,需要加强流动编制工作人员的的制度建设和监督管理。更多还原

【Abstract】 It is a period to deepen and optimize Sci-tech system reform and innovation system construction,and it is also an important period of strategy and opportunity for fundamental research development.To push further development of Chinese characteristic science foundation in the new era,we think it is necessary to have a systematic summary for rotating program director institution.In this paper,we analyzed rotating program director institution on National Science Foundation of USA and Japan Science and Technology Agency.We also classified the rotating program director institution in NSFC as three stages:tentative institution stage,standard institution stage,and transformational institution stage.Furth more,the scale and characteristics of rotating program director from 2002 to 2016 are analyzed.For rotating program director institution,it constructs scientific community which promotes invisible knowledge transfer effectively.However,it has some practical problem in implementation of rotating program director institution.it needs improve institution construction and supervision management for rotating program director.更多还原
