【摘要】 高校重点实验室作为高校承载人才培养、科学研究、社会服务、文化传承创新、国际交流合作职能的重要平台和载体,正日益表现出不可或缺的重要作用。重点实验室开放运行专项经费的设置及科学规范管理,则是助推重点实验室发挥其作用的关键环节和重要手段。以高校重点实验室发展目标及其使用管理中的瓶颈问题为导向,结合多年工作实践经验,从经费申请、功能用途、预算调整、绩效考核等全过程进行改革创新,积极探索经费管理新模式,并以提高经费使用效益为重要途径,最终服务于提升重点实验室学术水平和国内外影响力的发展目标。更多还原

【Abstract】 The key laboratory of university is becoming increasingly indispensable platform and carrier of higher learning,in terms of personnel training,scientific research,social service,cultural inheritance and innovation,as well as international exchange and cooperation. The reasonable planning of open operating funds of key laboratories and its scientific management are critical to the full display of the laboratories’ role. Driven by the development goals of key laboratories,as well as the bottleneck problems in their operation and management,and based on years of hands-on experience,comprehensive innovations have been conducted in various aspects,including funds application,functions,budget adjustment, and performance assessment. Efforts have also been made to explore new modes of funds management and improve the efficiency in the use of funds,so that the academic strength of the key laboratories is enhanced,and their domestic and international visibility is also increased.更多还原
